We are seeking your input to develop tenant relocation and compensation requirements for tenants facing displacement due to redevelopment of rental apartment buildings. A public survey to gather opinions and feedback will be available to the public in late January to mid-February 2026.


About this Project

The objective of the Rental Tenant Relocation Assistance project is to support tenants at risk of eviction due to the redevelopment of buildings that include four or more rental units. The goal of the project is to develop a policy and/or regulatory framework that supports tenants facing displacement due to redevelopment.

Background

The City has an estimated 108 purpose built rental apartment buildings totaling approximately 4,200 housing units. Many of these rental buildings are in areas that support higher density development through City Plan policies and zoning regulations. Many of these apartments were built between the 1960's and 1970's and are beginning to reach the end of their life cycle. Based on these factors, the City may begin to see redevelopment of the existing rental stock. As a result of redevelopment, displaced tenants may face increased housing costs, lower quality housing, forced relocation, and community displacement.
