Thank you to all those who participated in the Park Avenue Concept Plan survey and engagement sessions. We received 796 survey responses. Staff are now compiling the results and a staff report will go to Council for consideration in December at a regular council meeting. For project updates please see the City of Nanaimo website here.
Based on public and stakeholder input received during the 2022 public engagement process (phase one), a draft 'Park Avenue Concept Plan' was completed with five possible design options for the city owned property at 933 Park Ave. Council received the draft Concept Plan at its regular meeting held June 19, 2023 and directed staff to proceed with a second phase of public input.
We're asking participants to review the five design options below and indicate your preferred choice using the survey. If you'd like to, feel free to leave a comment or tell us why you chose the option you did.
Each of the five options are identified using either a fruit or a vegetable. To learn more about each option click on the images below.

This survey is open until November 3rd, 2023. After the survey closes, staff will collect and analyse the data received at the Open House and the online survey. An engagement summary will be completed and presented to Council along with a staff report and revised draft Park Avenue Concept Plan.

In 2019, the city purchased the property to support affordable housing, community recreation, environmental protection, and food security.

In August 2022, the City hosted a community engagement event, which included a guided site tour and design workshop to gather input from community members and representatives from other interested parties.
Draft Concept Plan

Guiding principles for the draft Concept Plan were drawn from community engagement; Council’s objectives for purchasing the property; the City Plan: Nanaimo ReImagined; the Harewood Neighbourhood Plan; and, the Five Acres Farm Project: Land Use & Environmental Planning Report (MABRRI, 2018).

Park Avenue Concept Plan has finished this stage
On June 19th, 2023, staff presented a draft Park Avenue Concept Plan to Council. The presentation included feedback received during phase one of engagement. At that time Council passed a motion to include a fifth land use option with no housing on site, and directed staff to proceed with a second phase of public engagement.
