The City of Nanaimo works with School District 68 and other agencies to facilitate an “Active School Travel” (AST) program. The purposes of the AST program are to increase safety for students travelling to school, and to increase the number of students travelling to school by active means. The goal of the Active School Travel Guide is to empower individuals and groups to work with their school community to plan initiatives that increase safety for students traveling to school, and to increase the number of students traveling to school in a physically active manner. Active transportation takes many forms for people of all ages and abilities, including:
Walking (including people using mobility devices)
Cycling
Rolling (including skateboarding and rollerblading)
Active transportation has many advantages: it contributes to our health and can increase social connectedness within our communities. For children, active transportation can support active lifestyles and physical activity, improve academic performance and neighbourhood, and school safety when provided safe environments to travel by active means, among other benefits
Frank J Ney Elementary School participated in the AST program from 2017-2018. Many of the actions identified in the 2018 Active School Travel Plan have been addressed. However, formal plan monitoring has not yet taken place. Since the adoption of the plan, two key elements have arisen that have highlighted the need for an update to the existing plan:
In 2020-2021, the City of Nanaimo developed a formalized Active School Travel Guide detailing a “Made in Nanaimo” approach to Active School Travel Planning. This updated process may influence the findings of the 2018 AST Plan.
Increasingly, members of both the school community and neighbours surrounding the school have identified traffic safety and congestion concerns that may not be adequately addressed in the existing AST Plan for Frank J Ney Elementary. This will be explored through this process.
The City of Nanaimo has heard from the community that peak travel periods during school day pick-up and drop-off at Frank J Ney Elementary School has resulted in concerns in the neighborhood surrounding the school. The purpose of the Frank J Ney Elementary Active School Travel (AST) Monitoring Project is to evaluate progress made on the school’s existing Active School Travel Plan implementation and develop opportunities for improvement based on input received from the community and observations made throughout the process.
